The use of the common areas within the Westfield Woods subdivision is a privilege afforded each property owner pursuant to Article IV - Section 2, of the Declaration of Covenants and Restrictions(C & R's) for the Westfield Woods Community Association (WWCA). The use of these common areas is specifically limited to, and these Rules and Regulations binding upon, all Westfield Woods property owners, tenants, occupants, invitees, and licensees. The following Rules and Regulations have been created pursuant to Article VII, Section 1 � Paragraph 3, of the C&R�s so as to insure the proper and safe use of these common areas and to protect these valuable assets.  Violations of these Rules and Regulations will be enforced pursuant to Article IX - Section 3, of the C&R�s. These Rules and Regulations may be revised from time to time as deemed necessary by the Board of Directors. Constructive comments are encouraged and may be submitted to the Board of Directors. These Rules and Regulations were adopted by the WWCA Board of Directors on August 14, 2010.

RECREATION AREA RULES AND REGULATIONS

A)     WWCA sponsored activities shall always have first priority in the use of all facilities at the recreation area.

B)     The recreation area may be used by residents for activities between the hours of 8:00 a.m. and 10:00 p.m. Open use of the recreation area will be suspended during times that a facility has been reserved for use by an approved organization or member of the association. All reservations will be scheduled by the WWCA by referring to the official web site at www.Westfieldswoods.com.   The following rules apply to all individuals using the WWCA recreation area:

ACCESS & ENTRY

  1. The WWCA reserves the right to deny admission to any person or conveyance when it considers it to be in the best interest of the residents.
  2. Residents and their dependents are responsible for guests/visitors and must assure that their guests/visitors conduct themselves in an orderly and lawful manner. 

PARKING

  1. All vehicles including all - terrain vehicles or motorcycles may not be driven on the common area including the Sport Fields and the Wilderness Trail unless approved by the WWCA Board.
  2. These regulations govern all WWCA recreational property including, but not limited to, the gravel parking area and the driveway leading into the area from Henning Road. Violators of any parking regulation will be towed at the owner�s expense and without warning. Parking regulations are enforced 365 days/year without exception.
  3. Parking is allowed in designated vehicle parking areas only. No vehicles are permitted on fields and/or grass areas at any time. Please be considerate of residents whose properties are adjacent to the recreation areas; as parking is prohibited on their private property.
  4. Parking is for persons using the recreation area and is limited to the designated space during open hours only.
  5. Overnight parking for any reason is prohibited.
  6. Parking is prohibited on the driveway access from Henning Road.
  7. A fire lane must be maintained for residents� safety and the care of WWCA property.

GENERAL PROVISIONS

 

The complete recreation area includes the Parking lot/Driveway, Pavilion, Volleyball Court, Baseball Field, Soccer Field, and the Wilderness Trail. It encompasses 14 acres of land and is operated by the WWCA for use by its paid members. These are the rules and conditions for you to follow when using the recreation area administered by the WWCA.

 

1.       Anyone using these facilities must adhere to all rules and policies set by the WWCA Board of Directors.  In addition, all persons must comply with all posted signs.

2.       Be sure to remove any equipment from the fields when use is finished.

3.       Members and guests are required to clean up after use. All debris resulting from the approved activity will be disposed of properly, including recyclables. Remove trash on the fields, pavilion area, and parking lot.  If extra trash bags are needed, check the storage facility, or call the appropriate WWCA staff.

4.       Vehicles are prohibited on any turf areas unless given special permission from the WWCA Board.

5.       Fires are prohibited, except in the barbecue grill.   Water is not yet available at the pavilion, so if the grills are to be used, bottled water must be brought to control the risk of fire.  Any controlled burns outside the grill area must be approved by the WWCA Board.

6.       The possession or discharge of fireworks or explosives is prohibited.

7.       The use of bow and arrow, slingshot, paintball launcher, the possession of a firearm (unless it is unloaded and locked inside a locked vehicle), the discharge of a weapon (including, but not limited to, an air rifle or air pistol), and the throwing of a knife, hatchet, spear, stone or projectile are prohibited.

8.       No one is allowed, without first obtaining permission from the WWCA Board of Directors, to take away wet infield mix or to add any dry dirt or drying agents to the fields.

9.       No one is allowed to rake or move water and/or mud from the infield dirt area onto the grass areas.

10.    Anyone using any of these facilities must leave them in proper condition. Proper behavior of the participants must be maintained in order not to offend other residents using the area or neighboring property owners.  Residents are responsible for themselves and their guest and for condition of common area.  Common area must be in the same condition at end of use as at the commencement.  If trash removal or damage repairs (beyond normal wear and tear) are needed to be completed by WWCA, the resident using the facility will be billed for these items.

11.    Electricity and telephone are not available at the pavilion.  The GPS address is listed at the pavilion on a sign in case of an emergency.  It is recommended a cell phone be available during use in case of emergency.

12.    Please report any unauthorized, unruly or unsafe activity to the WWCA Board.  Phone contact information may be found in the front of the Buzz Book directory or sending an email to board@westfieldwoods.com.  

13.    The WWCA assumes no responsibility in the event of personal injury or personal property damage. No illegal activities are allowed at any time.

14.    No amplified music/noise is allowed after 9 p.m.

15.    Bicycles, skateboards, scooters, or roller skates are not permitted within the Pavilion area.

16.    If the user of the Pavilion finds it necessary to rearrange the furniture, he/she must restore it to its original position before departing the premises. Climbing on or improper use of Pavilion furniture is prohibited.

17.    If the BBQ is used, the grill must be thoroughly cleaned.

18.    The Association reserves the right, from time to time, to make changes to the Rules and Regulations as it shall determine in its sole discretion. Members and guests agree to abide by these Rules and Regulations and cooperate with the Association in securing compliance with them.

Reservation Rules:

(Pavilion, Baseball Field, Soccer Field and Volleyball Court.)

In order to reserve the Pavilion and Sport facilities, an adult member of WWCA must obtain approval and receive written authorization from the WWCA.  Please read the rules below.  If you agree to the rules, click on the link below to submit your request.

  1. All rules listed above apply to reservation groups.
  2. Non-residents are not allowed to reserve our facilities at any time.
  3. The WWCA retains the right to rescind a permit at any time and/or to terminate permits early to conduct park/field/facility maintenance projects or for use of the WWCA neighborhood events.
  4. Permits may not be transferred to another party, nor sublet to another party.
  5. Reservations are granted on a first-come, first-serve basis and must be at least 1 week in advance (except team reservations - see item 11 below). 
  6. An adult resident must be present at all times during the Team Reservations.
  7. Reservation Limits for non-Team:

a)       A maximum of two hours.

b)       There is a maximum of two total reservations per day.

c)       There is a maximum of 3 reservations during Friday thru Sunday (weekends) to ensure the common area is available to residents throughout the weekend.

d)       Each resident is limited to one (1) holiday (3 or 4-day weekends) per calendar year unless no other reservations are requested.

e)       There is a maximum of 6 reservations per week.

  1. Reservation Limits for Teams:

a)       A maximum of one two hour time period per week (refer to special conditions item 11) to ensure all teams have a chance to make reservations. Each team will have to reapply for the next year.

b)       Additional time per week can be reserved by a team only if there is time available after all other reservation requests are logged. If a new team requests a reservation, teams with two days/times reserved may lose their second reserved time to ensure all residents wishing to reserve the facilities have a chance to do so.

c)       Teams are restricted from making holiday reservations (3 or 4-day weekends) unless no other resident makes a reservation.

d)       WWCA planned events have a priority over team reservations.  If a team has a reservation for the time of a planned WWCA event, the team's reservation will be cancelled for that time period.  Teams will be notified if their time conflicts with a WWCA event.

  1. If it is necessary to cancel a reservation, members are requested to send an email to reserve@westfieldwoods.com  to cancel the reservation as far in advance of the reservation date as possible.  Failure to cancel a reservation or no-shows a reservation may result in denial of future requests.
  2. Violations of any of the above rules may result in the cancellation of the permit and/or denial of future requests.
  3. Team Reservation Process effective January 1, 2015

    Spring/Summer ball - During the first week of January, WWCA residents will be notified via e-mail and sign board that reservations for spring/summer ball will commence.  Reservations will be for one day per week from March 1st to July 31st with a maximum two hour time limit. 

    The reservation fee is $75.00. 

    Reservation requests will be submitted using the following example format.  Three choices (first, second, third) for day & time will be specified.

    Remarks

    In the event of a scheduling conflict, the board will conduct a drawing after January 31st to determine what days and times are provided.

    Special conditions - If a resident manager/coach has two children on two separate teams, it is possible to request a three hour time slot for one day per week allowing both teams to practice during the time slot.  The reservation fee is $135.00 for spring/summer.

    Other special conditions - It is possible a scheduled team reservation may need to be cancelled one week in the event a homeowner requests the use of the ball field for a one time family function (reunion, graduation, birthday, etc.) during the time of an existing team reservation.  The board will notify the resident coach/manager of the cancellation at the earliest time possible and offer an alternate time to use the field that week.  The homeowner attempting to make the reservation shall notify the Board three weeks in advance, or as early as possible to allow the Board time to make the cancellation notification to the team.

    If you agree to these terms, Reservation requests must be submitted to reserve@westfieldwoods.com by January 31st.  Submitted reservations will be confirmed by February 15. 

    After a reservation is confirmed, notification will be sent and the reservation will be placed on the Westfield Woods Website Baseball/Softball Schedule with a "Pending" status.  The "Pending" status will be removed once a check made payable to Westfield Woods Association is received by WWCA Treasurer Tom Ladendecker at 7319 Westfield Crossing.  If payment is not received by February 28th, your reservation will be cancelled and removed from the schedule.

    Reservation requests received after January 31st will be subject to schedule availability.

    Fall ball - During the first week of June, WWCA residents will be notified via e-mail and sign board that reservations for fall ball will commence.  Reservations will be for one day per week from August 1st to October 31st with a maximum two hour time limit. 

    The reservation fee is $50.00. 

    Reservation requests will be submitted using the following example format.  Three choices (first, second, third) for day & time will be specified.
